In order to gain access to the Mountain Ridge Estates, you will need to follow the Dead Rising 4 story until you’re roughly 33 percent of the way through Case 3. After the main mission tasks you with exploring the sewer in North Peak, you will be contacted by a character who requests to meet you in West Ridge.
Dead Rising 4 is the first in the series (aside from the Wii port of the original) to drop the timer system, which forced you to complete objectives within a constantly diminishing time limit.
It's right next to the area from case 0 but i couldn't find a way over to it. It's on the other side of the wall or something. I really have no idea. I replayed cases 2, 3 and 4 getting collectibles i missed and when i couldn't figure out that one i decided it was time for bed. I'll go play through case 0 again and see if it's hiding in there.
